GAO reports on delays in US quake aid for Haiti (AP)

PORT-AU-PRINCE, Haiti ? The U.S. Congress' chief auditor says a range of factors contributed to delays in U.S. efforts to help Haitians rebuild after last year's earthquake.

The report by the Government Accountability Office focuses on $412 million in energy, port and shelter projects financed by the U.S. Agency for International Development and State Department.

It says delays stemmed from the departure of staff members after the January 2010 earthquake and difficulties in replacing them as well as the difficulty in Haiti of finding proper land titles.

Congress provided Haiti more than $1.14 billion in reconstruction money. The bulk of that money goes toward USAID and the State Department.

The GAO report was released Thursday.
