The Oil Off Cuba: Washington and Havana Dance at Arms Length Over Spill Prevention (Time.com)
On Christmas Eve, a massive, Chinese-made maritime oil rig, the Scarabeo 9, arrived at Trinidad and Tobago for inspection. The Spanish oil company Repsol YPF, which keeps regional headquarters in Trinidad, ferried it to the Caribbean to perform deep-ocean drilling off Cuba -- whose communist government believes as much as 20 billion barrels of crude may lie near the island's northwest coast. But it wasn't Cuban authorities who came aboard the Scarabeo 9 to give it the once-over: officials from the U.S. Coast Guard and Interior Department did, even though the rig won't be operating in U.S. waters.
On any other occasion that might have raised the ire of the Cubans, who consider Washington their imperialista enemy. But the U.S. examination of the Scarabeo 9, which Repsol agreed to and Cuba abided, was part of an unusual choreography of cooperation between the two countries. Their otherwise bitter cold-war feud (they haven't had diplomatic relations since 1961) is best known for a 50-year-long trade embargo and history's scariest nuclear standoff. Now, Cuba's commitment to offshore oil exploration -- drilling may start this weekend -- raises a specter that haunts both nations: an oil spill in the Florida Straits like the BP calamity that tarred the nearby Gulf of Mexico two years ago and left $40 billion in U.S. damages.
The Straits, an equally vital body of water that's home to some of the world's most precious coral reefs, separates Havana and Key West, Florida, by a mere 90 miles. As a result, the U.S. has tacitly loosened its embargo against Cuba to give firms like Repsol easier access to the U.S. equipment they need to help avoid or contain possible spills. "Preventing drilling off Cuba better protects our interests than preparing for [a disaster] does," U.S. Senator Bill Nelson of Florida tells TIME, noting the U.S. would prefer to stop the Cuban drilling -- but can't. "But the two are not mutually exclusive, and that's why we should aim to do both."

Cuba meanwhile has tacitly agreed to ensure that its safety measures meet U.S. standards (not that U.S. standards proved all that golden during the 2010 BP disaster) and is letting unofficial U.S. delegations in to discuss the precautions being taken by Havana and the international oil companies it is contracting. No Cuban official would discuss the matter, but Dan Whittle, senior attorney for the Environmental Defense Fund in New York, who was part of one recent delegation, says the Cubans "seem very motivated to do the right thing."
It's also the right business thing to do. Cuba's threadbare economy -- President Ra?l Castro currently has to lay off more than 500,000 state workers -- is acutely energy-dependent on allies like Venezuela, which ships the island 120,000 barrels of oil per day. So Havana is eager to drill for the major offshore reserves geologists discovered eight years ago (which the U.S. Geological Survey estimates at closer to 10 billion bbl.). Cuba has signed or is negotiating leases with Repsol and companies from eight other nations -- Norway, India, Malaysia, Vietnam, Brazil, Venezuela, Angola and China -- for 59 drilling blocks inside a 43,000-sq.-mile (112,000 sq km) zone. Eventually, the government hopes to extract half a million bpd or more.
A serious oil spill could scuttle those drilling operations -- especially since Cuba hasn't the technology, infrastructure or means, like a clean-up fund similar to the $1 billion the U.S. keeps on reserve, to confront such an emergency. And there is another big economic anxiety: Cuba's $2 billion tourism industry. "The dilemma for Cuba is that as much as they want the oil, they care as much if not more about their ocean resources," says Billy Causey, southeast regional director for the U.S. National Oceanic and Atmospheric Administration's marine sanctuary program. Cuba's pristine beaches and reefs attract sunbathers and scuba divers the world over, and a quarter of its coastal environment is set aside as protected.
So is much of coastal Florida, where tourism generates $60 billion annually -- which is why the state keeps oil rigs out of its waters. The Florida Keys lie as close as 50 miles from where Repsol is drilling; and they run roughly parallel to the 350-mile-long (560 km) Florida Reef Tract (FRT), the world's third largest barrier reef and one of its most valuable ocean eco-systems. The FRT is already under assault from global warming, ocean acidification and overfishing of symbiotic species like parrotfish that keep coral pruned of corrosive algae. If a spill were to damage the FRT, which draws $2 billion from tourism each year and supports 33,000 jobs, "it would be a catastrophic event," says David Vaughan, director of Florida's private Mote Marine Laboratory.

Which means America has its own dilemma. As much as the U.S. would like to thwart Cuban petro-profits -- Cuban-American leaders like U.S. Representative and House Foreign Affairs Committee Chairwoman Ileana Ros-Lehtinen of Miami say the oil will throw a lifeline to the Castro dictatorship -- it needs to care as much if not more about its own environment. Because fewer than a tenth of the Scarabeo 9's components were made in America, Washington can't wield the embargo cudgel and fine Repsol, which has interests in the U.S., for doing business with Cuba. (Most of the other firms don't have U.S. interests.) Nor can it in good conscience use the embargo in this case to keep U.S. companies from offering spill prevention/containment hardware and services to Repsol and other drilling contractors.
One of those U.S. firms is Helix Energy Solutions in Houston. Amid the Gulf disaster, Helix engineered a "capping stack" to plug damaged blow-out preventers like the one that failed on BP's Deepwater Horizon rig. (It later contained the spill.) Having that technology at hand -- especially since the Cuba rigs will often operate in deeper waters than the Deepwater rig was mining -- will be critical if a spill occurs off Cuba.
Helix has applied to the Treasury Department for a special license to lease its equipment, and speedily deliver it, to Cuba's contractors when needed. The license is still pending, but Helix spokesman Cameron Wallace says the company is confident it will come through since Cuba won't benefit economically from the arrangement. "This is a reasonable approach," says Wallace. "We can't just say we'll figure out what to do if a spill happens. We need this kind of preparation." Eco-advocates like Whittle agree: "It's a no-brainer for the U.S."

Preparation includes something the U.S.-Cuba cold-war time warp rarely allows: dialogue. Nelson has introduced legislation that would require federal agencies to consult Congress on how to work with countries like Cuba on offshore drilling safety and spill response, but the Administration has already shown some flexibility. Last month U.S. officials and scientists had contact with Cuban counterparts at a regional forum on drilling hazards. That's important because they need to be in synch, for example, about how to attack a spill without exacerbating the damage to coral reefs. Scientists like Vaughan worry that chemical dispersants used to fight the spill in the Gulf, where coral wasn't as prevalent, could be lethal to reefs in the Straits. That would breed more marine catastrophe, since coral reefs, though they make up only 1% of the world's sea bottoms, account for up to 40% of natural fisheries. "They're our underwater oases," says Vaughan, whose tests so far with dispersants and FRT species like Elkhorn coral don't augur well.
A rigid U.S. reluctance to engage communist Cuba is of course only half the problem. Another is Havana's notorious, Soviet-style secrecy -- which some fear "could override the need to immediately pick up the phone," as one environmentalist confides, if and when a spill occurs. As a result, some are also petitioning Washington to fund AUVs (autonomous underwater vehicles) that marine biologists use to detect red tides, and which could also be used to sniff out oil spills in the Straits.
What experts on both sides of the Straits hope is that sea currents will carry any oil slick directly out into the Atlantic Ocean. But that's wishful thinking. So probably is the notion that U.S.-Cuba cooperation on offshore drilling can be duplicated on other fronts. Among them are the embargo, including the arguably unconstitutional ban on U.S. travel to Cuba, which has utterly failed to dislodge the Castro regime but which Washington keeps in place for fear of offending Cuban-American voters in swing-state Florida; and cases like that of Alan Gross, a U.S. aid worker imprisoned in Cuba since 2009 on what many call questionable spying charges.
U.S. inspectors this month gave the Scarabeo 9 the thumbs-up. Meanwhile, U.S. pols hope they can still dissuade foreign oil companies from operating off Cuba. Last month Nelson and Cuban-American Senator Bob Menendez of New Jersey introduced a bill to hold firms financially responsible for spills that affect the U.S. even if they originate outside U.S. waters. (It would also lift a $75 million liability cap.) Others in Congress say Big Oil should be exempted from the embargo to let the U.S. benefit from the Cuba oil find too. Either way, the only thing likely to stop the drilling now would be the discovery that there's not as much crude there as anticipated. That, or a major spill.

Cruise ship fuel removal stalled due to rough seas (AP)
GIGLIO, Italy ? Rough seas off Italy's Tuscan coast forced a delay in the planned Saturday start of the operation to remove a half-million gallons of fuel from the grounded Costa Concordia, and officials said pumping may now not begin until midweek.
Recovery operations continued, however, and on Saturday yielded a 17th body: The woman who wasn't wearing a life jacket was found by divers on the submerged sixth floor deck, civil protection officials said.
The Concordia ran aground on Jan. 13 off the port of the island of Giglio port after the captain deviated from his planned route and gashed the hull of the ship on a reef. Some 4,200 passengers and crew endured a panicked evacuation after the abandon ship alarm didn't sound until the ship had capsized so much that some life boats couldn't be lowered.
Some 16 people remain unaccounted for and are presumed dead.
On Saturday, the body found on the ship's deck on Jan. 28 was identified as Erika Soria Molina, 25, of Peru by Doris Sotomayor, Peru's consul general in Florence.
Sotomayor told The Associated Press that the body was found in a submerged part of the deck. Soria, who was wearing a service uniform, studied tourism in Peru and was born in the Andean city of Cuzco, southeast of Lima.
The removal of the fuel aboard the Concordia is a key concern since the seas around Giglio form part of a protected marine sanctuary and are a favorite destination for scuba divers. So far, no leakage has been detected.
Dutch shipwreck salvage firm Smit has been contracted by the Concordia's owner Costa Crociere SpA, a unit of Miami-based Carnival Corp., to remove the fuel. Smit's divers have made the necessary preparations to begin pumping out fuel from six outer tanks that hold more than half of the 500,000 gallons (1.9 million liters) of heavy fuel oil that are aboard the ship.
The rest of the fuel is contained in inner tanks that are harder to access.
So far, divers have drilled into four of the six outer tanks and fixed valves on them: one on top, one on bottom. Hoses will then be attached to the valves and as the oil ? which must be warmed to make it less gooey ? is sucked out of the upper hose, sea water is pumped in to fill the vacuum via the lower hose.
Smit spokesman Martijn Schuttevaer told reporters Saturday that the pumping operation may not begin now until midweek since the poor weather is forecast at least through Tuesday. Officials don't want to risk the possibility that a battering of the hoses caused by rough seas might lead to leakage.
On Saturday, the choppy waters partially dislodged Smit's barge that was hitched to the Concordia's hull and had served as a staging platform for the fuel removal operation. Smit brought it back into port, where it will stay until the weather improves, Schuttevaer said.
The Concordia's captain, Francesco Schettino, remains under house arrest, accused of manslaughter, causing a shipwreck and abandoning a ship before its passengers had evacuated. He has admitted he took the ship on "tourist navigation" to bring it close to Giglio but said the reef he hit wasn't marked on his nautical charts.

Egypt bans travel for US official's son, 9 others (AP)
CAIRO ? Egypt banned at least 10 Americans and Europeans from leaving the country, including the son of U.S. Transportation Secretary Ray Lahood, hiking tensions with Washington over a campaign by Egypt's military against groups promoting democracy and human rights.
The United States warned Thursday that the campaign raised concerns about Egypt's transition to democracy and could jeopardize American aid that Egypt's battered economy needs badly after a year of unrest.
The travel ban was part of an Egyptian criminal investigation into foreign-funded democracy organizations after soldiers raided the offices of 10 such groups last month, including those of two American groups.
The investigation is closely intertwined with Egypt's political turmoil since the fall of Hosni Mubarak nearly a year ago. The generals who took power have accused "foreign hands" of being behind protests against their rule and they frequently depict the protesters themselves as receiving foreign funds in a plot to destabilize the country.
Egyptian opponents of the military say the generals are trying to smear the protesters in the eyes of the public and silence organizations they fear will undermine their managing of the country.
Also startling is the military's willingness to clash with its longtime top ally, the United States, over the issue, particularly since the army itself receives more than $1 billion a year from Washington. The December raids brought sharp U.S. criticism, and last week President Barack Obama spoke by telephone with Egyptian military chief Field Marshal Hussein Tantawi to emphasize "the role that these organizations can play in civil society," according to State Department spokeswoman Victoria Nuland on Thursday.
The ban became public after Sam LaHood, Egypt director of the Washington-based International Republican Institute, went to Cairo's airport Saturday to catch a flight and was told by an immigration official that he couldn't leave.
"I asked her why I was denied, she said she didn't know. I asked how to fix it, and she said she didn't know," said LaHood, 36. An hour later, a man in civilian clothes gave him back his passport and escorted him to the curb, LaHood said.
"It's a dark signal for groups who are interested in doing this kind of work," he said.
LaHood's father, a former congressman from Illinois, is the only Republican in Obama's Cabinet. The elder LaHood declined to comment.
The IRI was among the groups raided last month, along with the National Democratic Institute and a number of Egyptian organizations. Both American groups, linked to the political parties of the same name, monitored Egypt's recent parliamentary elections. In the raids, troops ransacked 17 offices of the 10 organizations around the country, carting away computers and documents.
The Egyptian government said the raids were part of a legitimate investigation into whether the groups were operating legally.
Sen. John McCain blasted Egypt's handling of the issue Thursday, warning that continued restrictions on civil society groups "could set back the long-standing partnership between the United States and Egypt."
IRI and NDI officials said they have been trying since 2005 to register as required by law, but were left in legal limbo, never officially denied nor granted permission. Both groups continued to operate while keeping authorities abreast of their activities, they said. Many Egyptian non-governmental organizations say officials often keep their groups in such limbo to maintain a threat over their heads.
Sam LaHood said he was told by his lawyer that he is under investigation on suspicion of managing an unregistered NGO and receiving "funds" from an unregistered NGO, namely, his salary.
Two other Americans and a European with IRI have also been banned from travel, Lahood said his lawyer had been told. From the National Democratic Institute, three Americans and three Serb employees are also on the list, according to its Egypt director Lisa Hughes.
Hughes, who is among those barred, said she has been interrogated for more than four hours about her group's work and that she had planned to fly to the U.S. next month before she heard about the ban.
"I think we would be silly not to be concerned," she said. "We were concerned the moment armed men showed up at our office door, and this has done nothing to calm those concerns."
The State Department's top human rights official, Michael Posner, told reporters in Cairo Thursday that such moves could jeopardize U.S. aid to Egypt, one of the biggest recipients.
"All need to have the ability to operate openly, freely, without constraint, not based on the content of their work," he said.
Posner pointed to recent U.S. legislation that blocks annual aid to Egypt unless it takes certain steps. These include abiding by its 1979 peace treaty with Israel, holding free and fair elections and "implementing policies to protect freedom of expression, association and religion and due process of law."
"Obviously, any action that creates tension between our governments makes the whole package more difficult," Posner said.
The U.S. is due to give $1.3 billion in military assistance and $250 million in economic aid to Egypt in 2012. Washington has given Egypt an average of $2 billion in economic and military aid a year since 1979, according to the Congressional Research Service.
Egypt's military has been locked in a confrontation for months with protesters who demand it immediately hand over power to civilians.
Hundreds of protesters camped Thursday in Cairo's central Tahrir Square, a day after several hundred thousand people massed there to mark the one-year anniversary of the 18-day anti-Mubarak uprising.
Thursday evening, hundreds moved from Tahrir and rallied in front of the state TV building, beating drums as they chanted for the "liberation" of state-run media from the military's control. They projected video footage of soldiers beating protesters onto the building.
State TV has been a mouthpiece of the military, broadcasting its accusations against protesters. Activists demand it be restructured as an independent media institution.
"The media is still manipulated and projects the same lies," said protester Mahmoud Ragab. "We will be here everyday to let them know it is a revolution."

Gronkowski to miss practice with ankle injury (AP)
FOXBOROUGH, Mass. ? New England Patriots tight end Rob Gronkowski is being held out of practice with an injured left ankle.
Gronkowski, who set an NFL record for tight ends with 17 touchdown catches this season, limped off the field in the third quarter of Sunday's 23-20 win over Baltimore in the AFC championship game but returned about five minutes later. On Monday he was seen wearing a removable boot on his left foot.
Coach Bill Belichick said that Gronkowski would not take part Thursday in the team's first practice for the Super Bowl against the New York Giants on Feb. 5.
Asked how Gronkowski was progressing, Belichick said, "good, good."
He was noncommittal on how the Patriots would be affected if Gronkowski plays in the Super Bowl without practicing for it.
"We'll just have to see, you know," Belichick said. "He's not going to practice today, so take it day by day. I'm not going to try to forecast where things will be 10 days from now. We'll just take it day by day."
Gronkowski started all 16 regular-season games and two playoff games. Belichick said he believed Gronkowski took part in just about every practice this season.
Also on Thursday, the Patriots signed to the practice squad tight end Carson Butler, who spent most of the 2010 season on their practice squad and was released Sept. 2. The only other tight end on the roster is Aaron Hernandez. Another tight end, Garrett Mills, is on the practice squad.

Makers defend Islam movie criticized by NYC mayor (omg!)
NEW YORK (AP) ? The makers of a documentary on radical Islam are defending their work after Mayor Michael Bloomberg criticized the showing of it where police officers were gathered.
The conservative Clarion Fund said Wednesday its movie, "The Third Jihad," accurately describes the Muslim terrorist threat. It said police Commissioner Raymond Kelly was fully aware of the film's focus when he agreed to be interviewed for it in 2007.
Muslim groups have complained that the movie paints them as terrorists and encourages Americans to distrust even moderate Muslim organizations. Some of the groups that complained are criticized in the film as being more radical than they appear on the surface.
The film's producer, Raphael Shore, said in a written statement, "Those that have blasted the film are attempting to stifle an important debate about the internal state of the Muslim community in America, and whether politicized Islam and indoctrination pose tangible security threats."
On Tuesday, Bloomberg said New York police used "terrible judgment" when they showed the 72-minute movie on the sidelines of counterterrorism training sessions in 2010.
Nearly 1,500 police officers went through the training and may have seen the film, according to police documents obtained by the Brennan Center for Justice, a think tank at New York University.
Muslim activists say they worry that the police department is teaching officers to regard all Muslims as suspects. Last year an investigation by The Associated Press revealed the police department has operated a secret surveillance program targeting ethnic neighborhoods.
Kelly appears in "The Third Jihad" three times for a total of about 30 seconds, talking about prison converts, the Soviet Union and the threat of terrorists using nuclear weapons. Other people who appear in the documentary include former Mayor Rudolph Giuliani, who was in office when Muslim extremists attacked the World Trade Center on Sept. 11, 2001, former CIA Director R. James Woolsey and former Department of Homeland Security Secretary Tom Ridge.
New York Police Department spokesman Paul Browne told reporters last year that he believed the footage of Kelly speaking was lifted from another source.
Kelly wrote in a letter to a Muslim group that the movie wasn't part of police training but was projected onto a screen while people attending the training were completing paperwork.
"The New York Police Department did not participate in its production," Kelly wrote in the March 7, 2011, letter to Majlis Ash-Shura of Metropolitan New York.
On Tuesday, Browne said he personally had recommended that Kelly talk on camera. He said Kelly now regrets doing the interview.
Police didn't immediately respond to requests for comment Wednesday.
Clarion Fund spokesman Alex Traiman said Kelly spoke to the producers for 90 minutes and was fully aware of the movie's focus.
"The commissioner wasn't duped," Traiman said. "If he was unhappy with the line of questioning you'd think he would have broken off the interview before 90 minutes."
He accused Bloomberg and Kelly of bending to the will of Muslim activists.
"People don't want to deal with so much of that pressure; they prefer to cave in to it," he said.
The Clarion Fund, which is based in New York, has produced other movies about terrorism and Iran's nuclear program.
Shore used to work for Aish HaTorah, a network of Jewish education centers, but there is no other link between the two groups, Traiman said.

NEW DELHI (AP) ? A bus driver mowed down pedestrians and rammed cars, scooters and food stalls in a rampage through crowded Indian streets Wednesday that killed nine people and injured more than two dozen.
Police chased the bus for an hour through the streets of the central city of Pune, with traffic officers firing on it in an attempt to stop it, before they managed to arrest the 30-year-old driver. He is being held on murder charges.
The licensed bus driver had driven his route as normal Tuesday, but on Wednesday morning jumped into another driver's bus and took off, police said.
"He just went berserk," slamming into people, cars, school buses, scooters and vegetable stands, Pune Police Commissioner Meeran Borwankar said.
Pedestrians tried to flee, with some throwing children out of the way of the oncoming bus, she said.
"He went on ramming vehicles, hitting pedestrians. He was in such a dangerous mood," Borwankar said.
Food stalls were reduced to piles of squashed produce and broken beams, while at least 40 cars were crushed.
The injured were being treated in three hospitals.
Police have ruled out terrorism as a possible motive but were seeking more answers in questioning the driver, Borwankar said.
The mayor of Pune, which is about 125 miles (200 kilometers) southeast of Mumbai, appealed for calm.

Cyprus police charge ex-ministers in fatal blast
NICOSIA, Cyprus (AP) ? Cyprus police filed criminal charges against two former Cabinet ministers over last year's explosion of seized Iranian munitions that killed 13 people and touched off a political crisis, a senior police official said Tuesday.
The official said the charges against ex-Foreign Affairs Minister Markos Kyprianou and ex-Defense Minister Costas Papacostas include negligence causing death. The official spoke on condition of anonymity because of the sensitivity of the matter. Defendants convicted of that charge can be jailed for up to four years.
State-run CyBC television said the two men also face the more serious charge of manslaughter which carries a maximum life sentence.
Both Kyprianou and Papacostas told CyBC that they deny all charges.
Kyprianou said he believed the decision to prosecute him was politically motivated. "I consider it as an attempt to distract public opinion and to find a scapegoat," he said.
Papacostas said he looks forward to setting the record straight in court.
The
police official said unidentified charges also have been filed against three senior army officers and three fire department officials regarding the deaths.
Kyprianou and Papacostas resigned after the July 11, 2011, blast, which wrecked the island's main power station and triggered weeks of street protests calling for President Dimitris Christofias' resignation.
A public inquiry into the explosion said he was mainly to blame for the events that led to the explosion. Christofias rejected the inquiry's nonbinding findings.
The munitions packed in some 98 containers were confiscated in February 2009 from a Cypriot-flagged ship suspected of transporting it from Iran to Palestinian militants in Gaza through Syria in breach of a United Nations ban on Iranian arms exports.
The containers had been left piled in an open field inside the base, despite warnings from military officials that the munitions could spontaneously ignite as a result of their exposure to the elements.

"Beasts of the Southern Wild" wins Sundance Producer's Award (Reuters)
PARK CITY, Utah, Jan 22 (TheWrap.com) ? "Beasts of the Southern Wild," the narrative film that has stirred up the most attention at Sundance to date, was awarded the inaugural Sundance Institute Indian Paintbrush Producer's Award at a luncheon on Sunday.
Producer Josh Penn and Dan Janvey accepted the award for "Beasts," a raucous drama set in an isolated southern Louisiana community. Since its premiere on Friday, the film has been one of the most talked-about narrative features at the festival, with a number of exhibitors circling the film but admitting that it could be a tough sell in the marketplace.
The Indian Paintbrush Producer's Award is a collaboration between the Indian Paintbrush production company and the Sundance Institute, and is open to any filmmakers who have participated in one of the Institute's labs.
This is the first year the award has been given out. It carries with it a $10,000 grant.

Sen. Grassley's Twitter account hacked over piracy bills (Reuters)
WASHINGTON (Reuters) ? U.S. Senator Chuck Grassley's Twitter account was hacked on Monday with bogus tweets attacking his stance on Internet anti-piracy legislation, his office said.
Grassley, an Iowa Republican and prolific tweeter, had at least eight false tweets posted as he was on a flight heading from Iowa to Washington, spokeswoman Jill Kozeny said.
His staff noticed his Twitter account had been broken into a few minutes after the first false tweet was posted and called Twitter to have the password changed, his office said.
Kozeny said one of the fake tweets said, "Dear Iowans, vote against ACTA, SOPA, and PIPA, because this man, Chuck Grassley, wants YOUR internet censored and all of that BS."
Grassley is the senior Republican on the Senate Judiciary Committee, and the bogus tweets dealt with legislation aimed at halting Internet piracy.
Grassley was among sponsors of the Protect IP Act, or PIPA,
but pulled his support for the anti-piracy measure last week.
Congressional anti-piracy legislation has generated fierce opposition within the technology community, with protests blanketing the Internet last Wednesday.

RENO, Nev. (AP) ? The wildfire that destroyed 29 homes near Reno is contained. Thousands of evacuees are back home. And the family of the woman found dead says there's no point in prosecuting the remorseful man who accidentally started it.
Fire officials declared the blaze contained Saturday after a storm brought precipitation that the region hasn't seen in months. All evacuations were lifted and U.S. 395 reopened through the 3,200-acre fire zone.
But in addition to two inches of rain, the storm also brought another challenge for emergency workers. Officials fear its potential for causing flooding in burned areas, after one of the driest winters in Reno history.
"I'm confident we'll be able to respond successfully if necessary," Washoe County Manager Katy Simon said, adding that hydrologists and officials were monitoring the situation.
The blaze erupted shortly after noon on Thursday and raced quickly through the dry countryside, propelled by wind gusts of 82 mph. At its height, the fire forced evacuation calls for some 10,000 people.
The blaze was very similar to a wildfire that destroyed 30 homes in Reno in mid-November.
June Hargis, 93, was found dead in a studio apartment next to her daughter's home in Washoe Valley, where the fire started. Washoe County Sheriff Mike Haley said her cause of death has not been established, so it's not known if it was fire related. No other fatalities or major injuries were reported.
Her family said Saturday that there was no point in prosecuting the man who admitted accidentally starting it by improperly discarding fireplace ashes outside his home.
Authorities have described man, whose name was not released, as being extremely remorseful.
Haley said that prosecutors will have to give the case a lot of deliberation. "The fact he came forward and admitted it plays a role. But so does the massive damage and loss of life," he said Friday. "It's a balancing act."
Hargis's son, Jim Blueberg, 68, told The Associated Press Saturday that he didn't think filing criminal charges against the elderly man "would do any good."
"The man had the courage to come up and say he did this. He's remorseful. I think he's punished himself enough. It was a silly, stupid mistake to make, there's no doubt about that. But I just want him to know I forgive him, and my heart goes out to him," he said.
His sister, Jeannie Watts, 70, had returned home from an errand to find the apartment next door and a barn with three horses inside engulfed in flames. She agreed that there was probably no need to file charges against the man.
"What good is that going to do? Everything is already gone," Watts said.
"He'll pay the rest of his life for that," she added.
Watts said it took only about 15 minutes for her three-bedroom farmhouse to burn down, though the fire reached her mother's apartment and the barn first. She said her mother appeared to be mentally alert when she last saw her.
"Before I got home, my son told her, 'Get your stuff and get out of here,'" Watts told the AP. "She said to him, 'Well, I can smell smoke but I can't see any fire,' and she went back inside. She probably suffocated from the smoke because it was so thick."
She said that when she got home, she shouted: "Where's my mom? Where's my mom?"
"The firefighters didn't know," she said. "Later, an official came to me and said, 'Yes, she was in (the burned studio).' Then they called the coroner. I was just crying and screaming. I still can't believe it."
Blueberg said the death of their mother comes after his sister had been through "one hard knock after another" in recent years.
The fire left her financially strapped, with virtually no earthly possessions, he said. "She told me the other day, 'All I have is my purse, that's all I have,'" he said.
She and her husband, Pat, met with an insurance agent on the property. In addition to the destroyed buildings, three horses in her barn died, though firefighters rescued all five dogs from her home.
"My stomach is up in the air," Watts said. "I want to cry and I can't. I want to say, 'Why us? Why anybody? Why does anything like this have to happen to anybody?"

More than a decade after the first effort to blend reality TV with real-world spaceflight,?talent-show impresario Simon Cowell says the winner of "Britain's Got Talent" could go into outer space on Virgin Galactic's SpaceShipTwo rocket plane.
"I love the idea that if they are up for it they have the option of performing in space,"?Cowell told?Britain's Daily Star. The comment comes as Cowell is ramping up for a new season of the show that?inspired "America's Got Talent."
Cowell has already signed up for his own flight on SpaceShipTwo, which could start flying passengers beyond the 100-kilometer (62-mile) boundary of outer space on $200,000 suborbital rides as early as next year. The longtime record producer, who left an enduring mark on reality-TV history as the black-garbed, brutally frank judge on "American Idol," hinted that he's worked out a deal with British?billionaire Richard Branson, founder of Virgin Galactic.

"It's tens of millions of pounds, but Richard genuinely is up for doing it," Cowell told the Star. "I am being serious, I swear to God and on my mum?s life. Don?t worry about the details, we?ll make it happen."
If Cowell is to make it happen anytime soon, the winner would?most?probably have to travel to New Mexico to follow through on the flight plan. And it seems unlikely that going into space would be a requirement placed on the winner, whoever?he or she?turns out to be.
Producers have tried for years to put together a reality-TV show focusing on spaceflight. The highest-profile effort was "Survivor" executive producer Mark Burnett's plans?in 2000?for a?show that would follow contestants through?the training routine for spaceflight. The winner would have?been sent?to?Russia's Mir space station ? but that concept fizzled out even before Mir was deorbited in 2001.
Other proposed entertainment?projects have revolved around?pop singer Lance Bass and film director James Cameron. Just last week, Beyonce and Jay-Z were said to be interested in doing a music video aboard SpaceShipTwo.
No Hollywood space effort has yet gotten off the ground, but if anyone has the required combination of guts, glitz and gold, I suppose that'd be Branson. Like Cowell, Branson is a veteran of reality TV, having starred in "The Rebel Billionaire," a series that aired on Fox in 2004-2005.
Who knows? In the next year or two, there may be more than one way for reality-TV contestants to get into outer space. Andrew Nelson, chief operating officer for XCOR Aerospace, says his company is moving ahead with its own Lynx rocket plane ? and he's not shy about courting Cowell's attention.
"If Simon wants to take a more exciting ride at half the price, I'd take his call," Nelson told me today.

NEW ORLEANS (AP) ? Dallas Mavericks coach Rick Carlisle says Dirk Nowitzki will sit out for at least the next four games, starting with Saturday night's contest in New Orleans, so the star forward can get in better game shape.
Carlisle says Nowitzki needs "an uninterrupted eight days of work to resolve some physical issues and conditioning issues."
The Mavs coach says Nowitzki would prefer to keep playing but coaches and training staff decided it would be better for the team if he is restricted from game activity for the next week. Carlisle stresses that "this is not a rest situation" but "quite the opposite."
Nowitzki has been playing with a protective sleeve on his right knee. His 17.5 points per game is a little more than four points below his career average.

Russian billionaires' huge legal battle closes (AP)
LONDON ? A legal battle between two feuding Russian billionaires has ended in a London court.
Judge Elizabeth Gloster reserved judgment Thursday on the case between exiled oligarch Boris Berezovsky and fellow Russian Roman Abramovich, the Chelsea Football Club owner.
The date for the verdict has not been set.
Berezovsky sued Abramovich for several billion dollars, saying the soccer club owner had intimidated him into selling shares in their jointly-owned Russian oil giant Sibneft at a fraction of their value. He alleged breach of contract and claimed more than 3 billion pounds (US$4.6 billion) in damages.
Abramovich denied that, saying Berezovsky never owned the stakes.
The trial, which began in October, is one of the most expensive legal fights London has seen.

OTTAWA (Reuters) - The Bank of Canada held its key policy rate at 1 percent on Tuesday, but forecast a faster Canadian recovery than expected despite an increasingly worrying outlook for the global economy. Governor Mark Carney has held the central bank's rate unchanged for 16 months, the longest period without a rate change since the bank began targeting the overnight rate in 1994. A below-inflation 1 percent rate is providing considerable stimulus to the domestic economy, it says.
Government ready to intervene on housing, but not now: Flaherty

OTTAWA (Reuters) - Canada still enjoys the confidence of its allies despite the arrest of a Canadian naval intelligence officer charged with handing over secrets to an unnamed country, Defence Minister Peter MacKay said on Tuesday. Jeffrey Paul Delisle faces a charges of giving "a foreign entity" secret information between July 6, 2007 and Jan 13, 2012. He was arrested in Halifax, Nova Scotia and will stay in jail until his next hearing on Jan 25.

Getty ImagesAfter the home teams went 4-0 in the wild-card round, I decided to ride that wave of bad hospitality, and I picked the home teams to win in the division round.
But for the Giants? 17-point win over the Packers, I would have had a perfect weekend.? Rosenthal, who picked both the Packers and Saints to advance, was 2-2.
So, yes, I won.? For a change.
This week, I agonized over both games.? Tempted to flip a coin, I probably would have been better off if I did.
Not just this weekend, but all year.
Ravens at Patriots
Florio?s take:? Yes, the Baltimore offense looked sluggish against the Texans.? During the regular season, however, the Texans had one of the best defenses in the league.? The Patriots, in sharp contrast, had one of the worst.? Still, can the Ravens muster at least one more point than the New England offense will score?? The internal offense-vs.-defense strife in Baltimore seems to be real, and it could lead to an ugly confrontation on the sidelines if the Pats jump out to an early lead and the Ravens can?t respond.? Also, the Pats? defense quietly is improving.? Throw in the fact that the Patriots would love to give owner Robert Kraft something about which to feel good as he continues to mourn his wife?s passing (Myra Kraft?s initials remain on their jerseys), Tom Brady?s memory of a home thrashing two years ago from the Ravens, and a burning desire by Brady and Bill Belichick to finally get that fourth championship, and it?s hard to envision the Patriots losing.
Florio?s pick:? Patriots 27, Ravens 20.
Rosenthal?s take: This game comes down to two questions. Is the Ravens defense more dominant than the Patriots offense? After watching Houston?s running game push Baltimore around last week, I?m rolling with the Patriots there. Terrell Suggs disappears too often. New England?s tight ends are too hard to defend.? Second question: Does the good Joe Flacco show up this week? All season, I?ve thought a great quarterback would take the Patriots out in the playoffs. New England doesn?t have to face a great quarterback in the AFC. The health of Patrick Chung, Brandon Spikes, Dane Fletcher, and the rest of the Patriots no-names all help make the New England defense competent enough.
Rosenthal?s pick: Patriots 31, Ravens 27.
Giants at 49ers
Florio?s take:? The Giants are the best team remaining, with a high-powered offense to go with a staunch defense.? And I?m inclined to pick them to win, in part because I?ve picked them to lose twice in the playoffs and in part because a clash between the Giants and Patriots in the Super Bowl would generate enormous interest and ratings and page views.? But there?s something intangible, and special, about the 49ers and coach Jim Harbaugh.? All week long, I believed I?d pick the Giants, and that then the 49ers would win.? With rain likely to make it harder for the Giants? passing game to fire on all cylinders, look for that hard-hitting San Fran defense and a potent-when-it-needs-to-be offense to find a way.? Yes, the Giants are the better team.? But the 49ers, I believe, will have more points on the scoreboard when the game is finally over.
Florio?s pick:? 49ers 24, Giants 21.
Rosenthal?s take: Eli Manning has the fourth quarter reputation, but Alex Smith has the seven fourth quarter comebacks. New York?s offensive line is a weakness that hasn?t been exposed the last two weeks, but it will show up on Sunday.? San Francisco can get more consistent pressure on Eli Manning with their front seven and they?ll have the more consistent running game. Counting on Eli to keep converting beautiful low percentage third-and-long throws is a difficult way to win week after week. The 49ers magic will continue.
