These sources are not restricted by the ups and downs of the secondary market, though they certainly are not perfect. The main draw backs are the traditional loan programs that they normally offer; such as the classic 5 year fixed 20 year amortization loan.

On the bright side, many traditional lenders do have some of the best rates and lowest prepayments penalties in the business. And if the borrower looks hard enough they can find some interesting creative loan programs. For example there are a few traditional banks that offer 25 year fixed loans, credit scores as low as 550, and 90% financing is still very much an option for owner occupied facilities.

U.S. Secretary of State Hillary Clinton said on Tuesday that an argument could be made that Syrian leader Bashar al-Assad is a war criminal.

"There would be an argument to be made that he would fit into that category," Clinton told a Senate committee hearing, responding to a question from Senator Lindsey Graham as to whether Assad could be called a war criminal.


But she added that using such labels "limits options to persuade leaders to step down from power."

Clinton was also asked whether she thought Assad was on his way out eventually. "I do," she said. "I just don't know how to define eventually."

Last week Clinton attended a "Friends of Syria" conference of Western and Arab powers in Tunis that urged Assad to stop the killing of civilians in his crackdown on a nearly year-old uprising against his rule.

But the outside world has proved powerless to halt the killing in Syria, where repression of initially peaceful protests has spawned an armed insurrection.

A U.N. panel has drawn up a list of Syrian officials who could be investigated for crimes against humanity as part of Assad's brutal crackdown on peaceful protests.

The U.S. also criticized Syria's envoy for storming out of an emergency U.N. meeting on the crisis in his country Tuesday, saying the walkout and a fiery speech that preceded it demonstrated the "delusional" nature of President Bashar Assad's regime.

Syria's ambassador to the United Nations in Geneva, Fayssal al-Hamwi, accused members of the U.N. Human Rights Council of promoting terrorism and prolonging the crisis in his country by holding an urgent meeting on Syria.

"Anybody who heard the Syrian ambassador should be aware that his comments were borderline out of touch with reality," Eileen Chamberlain Donahoe, the U.S. representative to the 47-nation council, told reporters.

"I think it's a reflection to some extent of what's going on with the Assad regime itself, holding a referendum that is farcical and a mockery of democratic processes when they're in the midst of a humanitarian crisis of their own creation," she said. "I think the Syrian ambassador's comments were equally delusional."

Al-Hamwi took the floor shortly after the U.N.'s top human rights official called for an immediate cease-fire in Syria and unhindered access for aid agencies to deliver emergency supplies and evacuate the sick and wounded.

"We are convinced that the real aim behind holding this session today is to cover up for the violence and murder perpetrated by the armed groups against innocent civilians," Syria's ambassador told diplomats.

Calling it part of "a pre-established plan," al-Hamwi said the meeting was "aimed at attacking the Syrian state and its institutions under the pretext of humanitarian needs."

"We are not pretending that the human rights situation in Syria is perfect," he added. "We are aware that there is a regression in the quality of services usually provided by the government to the population by the regions facing violence. This is due to the armed groups that are using residential areas as bases."

As diplomats and government officials from 70 countries lined up to express their concern about the deteriorating situation in Syria, al-Hamwi announced that his delegation would withdraw from what he called "this sterile discussion."

Before storming out of the room, he denounced a planned resolution on Syria as "malicious and prejudiced."

Foreign Minister Alain Juppe says France is working on a new U.N. Security Council resolution that would call for an immediate ceasefire in Syria and humanitarian aid.

He says that shelling in the city of Homs, where two journalists were killed and at least two wounded last week, had reached "unbearable and criminal proportions."

Russia and China have consistently blocked Security Council efforts to back Arab League plans aimed at ending the Syrian conflict.

Juppe said the resolution "could stipulate an immediate ceasefire and access for humanitarian aid as well as renewing our support to the Arab League."

The U.N. political chief B. Lynn Pascoe said Tuesday that "well over" 7,500 people have died in Syria violence and that there are "credible" reports that more than 100 civilians are dying in the country daily. Activists groups said Monday that the death toll for 11 months of unrest has now surpassed 8,000 people.

"Unfortunately, the international community has also failed in its duty to stop the carnage, and actions and inactions to date have seemed to encourage the regime in its believe that it has impunity to carry out the wanton destruction of its own civilians," Pascoe said.

Members of the Geneva-based council are expected to pass a resolution this week condemning "widespread and systematic violations of human rights and fundamental freedoms by the Syrian authorities."

A draft text supported by many Arab and Western nations says the Syrian regime's use of heavy artillery and tanks to attack civilian areas has contributed to the deaths of thousands.

Libya's Prime Minister Abdurrahim el-Keib said he supported passing a firm resolution on Syria in the council.

"We hope that the Syrian people will have the same freedom and victory soon as the Libyan people are enjoying right now," he said.
Navi Pillay, the U.N. High Commissioner for Human Rights, cited the report of a U.N. expert panel that concluded Syrian government officials were responsible for "crimes against humanity" committed by security forces against opposition members. The crimes included shelling civilians, executing deserters and torturing detainees. Some opposition groups, too, had committed gross abuses, the report said.

The panel has compiled a confidential list of top-level Syrian officials who could face prosecution over the atrocities.

Pillay reiterated her call for Syria to be referred to the International Criminal Court "in the face of the unspeakable violations that take place every moment."

"More than at any other time, those committing atrocities in Syria have to understand that the international community will not stand by and watch this carnage and that their decisions and the actions they take today ultimately will not go unpunished," she said.

Several countries backed her call for Syria to be referred to the ICC, a proposition made difficult by the fact that Syria's longtime ally Russia holds a veto in the U.N. Security Council, where such a move would have to be approved.

Esther Brimmer, the U.S. Assistant Secretary of State for International Organization Affairs, told reporters that while it was up to the Syrian people to decide how to try those responsible for atrocities in Syria, the international community could assist by collecting evidence for future prosecutions.

Meanwhile, Tunisia offered on Tuesday to give Syrian President Bashar al-Assad political asylum if that helps to end a crackdown on the near-year-old uprising against his rule.

"Tunisia is ready in principle to grant political asylum to Bashar al-Assad and his family if this proposal will contribute to stopping the bloodshed," Adnen Monssar, an aide to President Moncef al-Marzouki, told Reuters.

Tunisian President Moncef Marzouki suggested during the "Friends of Syria" conference of Western and Arab powers in Tunis last week that Russia, which has vetoed U.N. Security Council action against the Syrian regime, give Assad refuge. On Tuesday, his aide said Tunisia was willing to take him itself.

Doctor: Teens with tic-like illness recovering

McVigh credits the treatment for conversion disorder, which includes behavior modification, psychological help and medication. But some parents are giving credit to a doctor, Dr. Rosario Trifiletti, a child neurologist from New Jersey.

Trifiletti diagnosed eight of the girls with a PANDAS-like illness, and prescribed antibiotics. Some say it's those girls who are getting better.

Nokia now No. 1 vendor of Windows Phone 7. Will its gamble pay off?

Just a year after Nokia and Microsoft announced their partnership, Nokia is shipping more Windows Phone 7 handsets than any other manufacturer.?

Late last year, Nokia took the wraps off the Lumia 710 and Lumia 800, the first two Nokia handsets to run the Windows Phone 7 operating system ? and the first fruits of the much ballyhooed relationship between Nokia and Microsoft.

Today comes news that just a couple months later, Nokia is already the largest Windows Phone 7 vendor in the world, topping former title-holder HTC.?

According to?Strategy Analytics, 2.7 million Windows Phone handsets were shipped globally in the fourth quarter of last year, a 36 percent from the quarter before. Of those 2.7 million handsets, 900,000 were sold by Nokia, giving the Finland-based company a 33 percent share of the overall Windows Phone market.

Translation: More Windows Phone devices are shipping, and more of them are being shipped by Nokia.?

"An expanded portfolio of Windows Phone 7 models, such as the Lumia 800, an increased retail presence and highly visible marketing campaigns across several European and Asian countries drove Nokia's growth," Strategy Analytics exec Neil Mawston said in a press release this week (hat tip to CNET for the quote).?

About a year ago, Microsoft and Nokia announced their plan to team-up on a range of new smartphones ? Microsoft would develop the software, and Nokia would manufacture the handsets. Over at TechCrunch, Matt Burns sees the relationship as shaping up nicely.?

"[T]his as much about Microsoft as it is Nokia. The partnership is nearly perfect. Microsoft knows software and Nokia knows hardware. Take the Zune: fantastic software hampered by just average hardware that had limited market distribution," Burns?writes today. "Likewise, the Nokia N8 is one of the finest phones I?ve ever felt but the Symbian OS made it unsellable."

Separate, Burns adds, "these two companies were being pushed out of the mobile race. But together, they?re a major force."

Judge awards iPhone user $850 in throttling case

(AP) ? A judge in Southern California on Friday awarded $850 to an iPhone user because AT&T Inc. reduced his download speeds in an attempt to manage usage on its network.

Pro-tem Judge Russell Nadel found in favor of Matt Spaccarelli in Ventura Superior Court in Simi Valley. Spaccarelli filed a small claims case against AT&T last month, arguing the communications giant unfairly slows speeds on his iPhone 4's unlimited data plan.

Nadel's ruling could pave the way for others to follow suit. AT&T has some 17 million customers with "unlimited data" plans that can be subject to throttling, representing just under half of the company's smartphone users.

AT&T stopped signing up new customers for those plans in 2010, and warned last year that it would start slowing speeds for people who consume the most data. In the last few months, subscribers have been surprised by how little data use it takes for throttling to kick in ?often less than AT&T provides to those on limited or "tiered" plans.

Spaccarelli said his phone is being throttled after he's used 1.5 gigabytes to 2 gigabytes of data within a new billing cycle. Meanwhile, AT&T provides 3 gigabytes of data to subscribers on a tiered plan that costs the same ? $30 per month.

It wasn't immediately known whether AT&T would appeal the decision. AT&T area sales manager Peter Hartlove declined comment after Nadel's ruling. He argued in court that his employer has the right to modify or cancel customers' contracts if their data usage adversely affects the network.

Companies with as many potentially aggrieved customers as AT&T usually brace themselves for a class-action lawsuit. But in its subscriber contract, the Dallas-based company prohibits customers from taking their complaints to class actions or jury trials. The agreement specifies that customers must go to arbitration or small claims court instead. The Supreme Court upheld that clause last year.

Arbitration and small-claims court cases are cheaper and faster than jury trials, but they force plaintiffs to appear in person and prepare their own statements. In a class-action suit, the work can be handled by one law firm on behalf of millions of people.

That means thousands ?and possibly hundreds of thousands? of people who feel abused by AT&T's policy could seek to challenge the company, one by one, in arbitration or small claims court. The customer contract specifies that those who win an award from the company in arbitration will get at least $10,000. Spaccarelli picked the same amount for his claim. Judge Nadel instead awarded him $85 for each of the 10 months left on his contract.

Earlier this month, a Southern California woman won a small-claims action against Honda over the gas mileage she got out of her Civic hybrid car. She was awarded $9,867. Meanwhile, a class action against Honda over the same issue netted Civic owners a few hundred dollars each. The plaintiff, Heather Peters, is an ex-lawyer who had opted out of the settlement.

AT&T's throttling of "unlimited" data comes as it tries to deal with limited capacity on its wireless network. When the iPhone was new, AT&T had ample capacity on its network, and wanted to lure customers with the peace of mind offered by unlimited plans. Now, a majority of AT&T subscribers on contract-based plans have smartphones, and the proportion is growing every month. That's putting a big load on AT&T's network.

Verizon Wireless and T-Mobile USA also throttle users, but their policies are gentler. Verizon only throttles if the specific cell tower a "heavy user" subscriber's phone is communicating with is congested at that moment. T-Mobile's throttling levels are higher for the same price, and the levels are spelled out ahead of time. AT&T subscribers have no way of knowing if they'll be throttled before a warning message drops in. If they keep using their phones, throttling kicks in a few days later.

Shanghai court suspends iPad trademark ruling

SHANGHAI (AP) ? Lawyers say a Shanghai court has suspended proceedings in a lawsuit by a Chinese electronics maker against Apple Inc. over use of the iPad trademark in China.

A lawyer representing Shenzhen Proview Technology, Ma Dongxiao, says Thursday that the court stopped proceedings, citing a pending case on the trademark fight in a higher court.

The Guangdong High Court is due to hear an appeal by Apple on Feb. 29. against a lower court decision that favored Proview.

A lawyer for Apple likewise confirmed the Shanghai court decision.

Proview was seeking an injunction to stop Apple from selling iPads in Shanghai.

The companies are feuding over whether Proview sold the rights to the mainland Chinese iPad trademark to Apple in a deal in 2009.

With unrealistic expectations of our ability to prolong life, with death as an unfamiliar and unnatural event, and without a realistic, tactile sense of how much a worn-out elderly patient is suffering, it?s easy for patients and families to keep insisting on more tests, more medications, more procedures.

The human impulse to detach from the specter of death is strong, so it?s understandable people would want to get away from it as much as possible. I have vivid memories of being escorted through an ICU ward, so heavy with the stink and sight of dying, mechanically assisted bodies contorted in pulleys and displayed in giant plastic bubbles, their lesions and bloat and sickly droop mocking the thread of life they cling to, that I nearly choke on the most fleeting recollection and search for an expedient distraction.

So I have to wonder how people who are surrounded by death all day, every day, manage the burden ? families whose old, dying parents live with them, doctors who treat the husks of humans lingering in the limbo between living and the illimitable void. Most condition themselves to it, having honed a preternatural ability to sever their emotions from the constant reminders of mortality that accompany every dying person like a gloomy chaperone.

So what does this have to do with nurses and game, you ask??I have this running compendium in my hed of my lifetime lays, because of all my memories, it?s the ones spent intimately with lovers I strive the hardest to keep well-formed and prevent from dissipating into the murky mists. U.S. urban forests losing ground

ScienceDaily (Feb. 23, 2012) ? National results indicate that tree cover in urban areas of the United States is declining at a rate of about 4 million trees per year, according to a U.S. Forest Service study published recently in Urban Forestry & Urban Greening.

Tree cover in 17 of the 20 cities analyzed in the study declined while 16 cities saw increases in impervious cover, which includes pavement and rooftops. Land that lost trees was for the most part converted to either grass or ground cover, impervious cover or bare soil.

Of the 20 cities analyzed, the greatest percentage of annual loss in tree cover occurred in New Orleans, Houston and Albuquerque. Researchers expected to find a dramatic loss of trees in New Orleans and said that it is most likely due to the devastation of Hurricane Katrina in 2005. Tree cover ranged from a high of 53.9 percent in Atlanta to a low of 9.6 percent in Denver while total impervious cover varied from 61.1 percent in New York City to 17.7 percent in Nashville. Cities with the greatest annual increase in impervious cover were Los Angeles, Houston and Albuquerque.

"Our urban forests are under stress, and it will take all of us working together to improve the health of these crucial green spaces," said U.S. Forest Service Chief Tom Tidwell. "Community organizations and municipal planners can use i-Tree to analyze their own tree cover, and determine the best species and planting spots in their neighborhoods. It's not too late to restore our urban forests -- the time is now to turn this around."

The benefits derived from urban trees provide a return three times greater than tree care costs, as much as $2,500 in environmental services such as reduced heating and cooling costs during a tree's lifetime.

Forest researchers David Nowak and Eric Greenfield of the U.S. Forest Service's Northern Research Station used satellite imagery to find that tree cover is decreasing at a rate of about 0.27 percent of land area per year in U.S. cities, which is equivalent to about 0.9 percent of existing urban tree cover being lost annually.

Photo-interpretation of paired digital images offers a relatively easy, quick and low-cost means to statistically assess changes among various cover types. To help in quantifying the cover types within an area, a free tool, i-Tree Canopy, allows users to photo-interpret a city using Google images.

"Trees are an important part of the urban landscape," according to Michael T. Rains, Director of the Northern Research Station. "They play a role in improving air and water quality and provide so many environmental and social benefits. As our Forest Service Chief says, '?urban trees are the hardest working trees in America.' This research is a tremendous resource for cities of all sizes throughout the nation."

Nowak and Greenfield completed two analyses, one for 20 selected cities and another for national urban areas, by evaluating differences between the most recent digital aerial photographs possible and imagery dating as close as possible to five years prior to that date. Methods were consistent but imagery dates and types differed between the two analyses.

"Tree cover loss would be higher if not for the tree planting efforts cities have undertaken in the past several years," according to Nowak. "Tree planting campaigns are helping to increase, or at least reduce the loss of, urban tree cover, but reversing the trend may demand more widespread, comprehensive and integrated programs that focus on sustaining overall tree canopy."

Only one city, Syracuse, N.Y., exhibited an overall increase in tree cover. However, the increase was dominated by European buckthorn (Rhamnus cathartica), an invasive small tree / shrub from Europe, and the most of the city's cover increase is likely due to natural regeneration.

Cities included in the study were: Albuquerque, N.M., Atlanta, Ga., Baltimore, Md., Boston, Mass., Chicago, Ill., Denver, Colo., Detroit, Mich., Houston, Texas, Kansas City, Mo., Los Angeles, Calif., Miami, Fla., Minneapolis, Minn., Nashville, Tenn., New Orleans, La., New York City, Pittsburgh, Pa., Portland, Ore., Spokane, Wash., Syracuse, N.Y., and Tacoma, Wash.

At least one person is optimistic about Johan Santana?s health status, as manager Terry Collins told reporters this morning that ?in my mind, in my heart, he?ll be ready? to start on Opening Day.

DIY: Make Angel Eyes LED Lighting Rings | HideAHorse, a division ...

LED lights not only seem to be cool, they can be also eco-friendly, cost-efficient, and last much longer than most bulbs for sale. Learn to make angel eye rings for your Sports car headlights using LED light bulbs.

Difficulty: Moderate. You?ll use a soldering gun, drill and Draper tools or other power tools for this work. Seek help if this is the first time you?re using these instruments.

You will need: LED light bulbs (2x 3.6 v, 20mA), resistor (270 ohms), small blind rod (light weight aluminum replacement rod), 24-gauge stranded twine, soldering gun and solder, Ryobi tools with cut-off wheel attachment, drill together with drill bit #150, pliers for trimming wires, reflective tape, translucent tape/painter?s tape, aluminum foil, heat shrink tubing, jar cover (the same diameter as the ring), scissors, 12 V regulated power supply, oven.

Mold the Ring

To begin with, assess the diameter of your lamps. We?ll be needing a 4-inch diameter band for this study course. After calculating, get a small blind rod. One mini rod creates two rings. For a 4? diameter bulb, the rod has to be 12.5? long (use this method: Length = 3.14 times diameter). Add about 2 extra inches for handles. Cut the rod using Ryobi tool with a cut-off rim attachment.

To enhance ring brightness, we should instead make tiny cuts along the plane (back) side of the band. These cuts will refract illumination toward the front section for greater night time vision. Use the Dremel gadget to make cuts 1.5 mm apart. Continue preparing cuts until you reach the other side of the ring.

Drill the Hole

We?re now ready to attach the LED light bulbs. Drill an opening on each edge of the rod to go with a LED light bulb inside. Employ drill bit #150, and set to 6000 RPM. To prevent the rod from melting, pull out the bit as you go to let it cool. Repeat the procedure until you come up with a LED light bulb-sized hole. The LED light bulb should firmly fit.

Remove the LED light bulb thereby making the hole far more invisible by applying a little amount of clear nail polish within the hole. This permits substantially more light to go through. Wait a little for the polish to dry before re-inserting the LED bulb. Check the bulb with a 12 V adjusted power supply.

To capture the LED light and make it evident even during daylight, use aluminum foil or just reflective tape. Enclose the foil all around the uncut part of the ring and conceal with heat shrink tubing. Heat the tubing in its place. Keep track of the ring on reflective tape then cut out. Peel off and then stick like glue the tape on the back side of the ring.

Wire the LED lights

Apply a resistor (270 ohms). Fasten the two LED light bulbs in a series connection by attaching the negative leg of one LED bulb carefully to the positive leg of the other LED bulb. Remove one end of a 24-gauge cord and wrap it around the negative leg of the first LED bulb. Solder into place using soldering gun. Remove the other end of the same twine and wrap it all-around the positive terminal of the second LED. Solder directly into place.

Shorten a second wire and put it around the negative terminal of the second LED, and solder with each other. Bring the end of the second twine back to the other edge of the ring. Tape the two wire connections together on the back side of the ring with painter?s blue tape. Cut off the LED bulb terminal legs. At this time you have a single positive with single negative terminal on one side of the band. Assess it out using a power supply.

30 hours working on a hickory bow -then CRACK - Family ...

Yesterday afternoon, I was in the final stages of completing a hickory bow. The stage that I was at is called tillering. Tillering is an iterative activity where stretches the bow using a tiller board, then removes the bow and removes a bit of material off the front surface with a cabinet scraper, then stretches the bow again, then removes some more material, etc. etc.

About 15 minutes after that photo was taken and a couple of iterations later, as I was pulling the string down into another notch on the tiller board, there was a dreaded CRACK sound then silence. A spot on the back surface of the bow had come apart:

The cracked material is on the surface and not all the way through but that has destroyed the integrity of the growth rings that dictate the shape of the bow and the bow is useless. It cannot be repaired. I am unhappy and my grandson Ethan, who helped me work on the bow in some of the earlier stages, is going to be even more unhappy when I tell him after I pick him up at school this afternoon.
